Reading the outage map
Each dot is a country IODA currently scores as having a connectivity drop. IODA’s raw score is unbounded and scales with how much of a country is affected, so we band it into three levels — our banding of IODA’s score, not IODA’s own label. A dot means a detected drop, not a proven total blackout.
A big share of the country’s networks fell off at once — the signature of a national shutdown, a major cable break or a country-wide power failure.
A clear, measurable dip — a region, a large network or a major provider losing reachability, short of the whole country going dark.
A smaller or localised disruption IODA still detected above the noise — worth a look, but not a sweeping outage.

About this data
The outage signal is IODA (Internet Outage Detection & Analysis), a public-interest project of the Georgia Tech Internet Intelligence Lab that fuses BGP routing, active probing and a network telescope into a near-real-time per-country outage score. We show it according to IODA and link every dot back to their own dashboard. A dot marks a detecteddrop in connectivity — it is not, on its own, proof of a total blackout, and the cause (a shutdown, a cable cut, a power failure, a storm) is not something the signal alone can tell you. A country IODA can’t place on the map is counted but never drawn as a guessed dot.
